Understand Opinions on Capitol Hill
For over a decade, Harris Interactive’s Congressional Omnibus has offered
organizations a bipartisan, in-depth, scientific analysis of what Congress
thinks on a wide-ranging set of topics. Harris Interactive’s government team
has deep experience with and understanding of Capitol Hill providing additional

Participating on the Congressional Omnibus is a proven way to:
- Obtain inexpensive, measurable data about attitudes on Capitol Hill, track
how those attitudes change over time, and compare them to the attitudes held
by the general public.
- Assess favorability toward corporate or trade association activities or
issue positions—for both you and your competitors.
- Measure prevailing attitudes and perceptions on legislative issues of
importance to your organization.
- Assess congressional awareness of and reaction to your communications or
advocacy activities.
Thanks to the team’s analytical abilities and experience in government, the
Congressional Omnibus gives you reliable analysis of Congressional attitudes
toward your interests. More importantly, you’ll also gain an understanding of
the factors that shape those attitudes, helping you better position your
organization or issue with legislators.
Survey Methodology
We interview 100 senior staff members and aides, representing approximately
one in five Capitol Hill offices. The result of the survey is a representative
sample of congressional offices by chamber, party and tenure. Types of questions
are as follows.
Core Questions
All clients get these results for free, and these findings are tracked over
time in order to provide an historical perspective.
- Time of conflict/cooperation between Republicans and Democrats
- Time of conflict/cooperation between Congress and the Administration
- Direction the United States is heading
Understand Opinions
Other questions which many clients use to track and monitor Congressional
opinions over time include:
- "Thermometer" favorability rating toward the organization or
company
- Awareness and knowledge of an organization’s issues and positions
Schedule
The Congressional Omnibus is offered two times a year, generally in February
after committee assignments are made and either at the end of September (in
non-election years), as Congress returns and begins to act on remaining
legislative issues for that session or in June before summer recess (in election
years).
Interviewing takes a minimum of twelve weeks, and full cross-tabulations are
ready three days after the last day of interviewing. Information on the study
objectives and methodology is also provided.
How to Participate
Each closed-end question on the Congressional Omnibus costs $2500; open-ends
cost $5000. Grid and custom questions are priced on an individual basis. In
addition, you receive the results of background and demographic questions for
free. All of your survey question results are cross-tabulated against relevant
demographics in order to help you understand the important dimensions underlying
opinions. Confidentiality is strictly maintained. You, and no one else, will
have exclusive access to your questions, data, and analysis.
